Hannah Arendt valued the unprecedented, the unexpected, and the new, yet in essays crafted at the end of the rebellious 1960s, struggled to square this valuation with a palpable desire for law and order. She lamented that criminality had overtaken American life, accused the police of not arresting enough criminals, and charged ‘the Negro community’ with standing behind what she named black violence. At once, she praised ‘the white rebels’ of the student movement in the United States for their courageous (...) acts of disobedience. This essay explores how differential Arendt’s treatment of lawbreaking action was in an effort to understand how ‘certain sections of the population’ in the United States could appear to stand for criminality rather than civil disobedience to her mind. It examines how Arendt’s reflections on the ostensibly non-racial subjects of civil disobedience and lawbreaking were underwritten by racial, when not racist, ways of thinking. The essay also raises a larger question: to the extent that the concept of civil disobedience involves limits, how are those limits drawn to the exclusion of certain kinds of actors and their particular claims in the public realm? Pondering this question through Arendt, it concludes that in her theorization of civil disobedience, Arendt was profoundly limited by the fabulous tale that the United States is an exceptional land of freedom and democracy in the world. Aziz Augustinus V. Yüzyılın Hristiyan teoloğu ve tarih felsefecisidir. Yazmış olduğu Tanrı Şehri/Devleti isimli eseri Batı Roma’nın Gotlar tarafından yağmalanmasının hemen akabinde kaleme alınmıştır. Eserin yazılış mantığı Roma’nın yıkılış sebebinin, insanların pagan inancını bırakıp Hristiyanlığa geçmeleriyle açıklayanlara bir cevap niteliği taşımaktadır. Buna göre Augustinus, Roma’nın yıkımının pagan inancına sırt çevirmekten değil yozlaşmaktan olduğu görüşünü savunmaktadır. Bu minvalde Augustinus, Pagan tanrılarının beceriksizliği karşısında Hristiyan inancının gücüne ve kurtarıcılığına vurgu yapmaktadır. Hristiyan medeniyetinin belki de tarih felsefesi bağlamında en erken savunusunu yapan Augustinus, (...) bu savunusunu Tanrı Devleti ve yeryüzünün kurtuluşu metaforunu işleyerek derinleştirmektedir. Tanrı Devleti fikrinin Haçlı seferlerinde birincil itici güç olması, Papa II. Urbanus ve Haçlıların Augustinus’un Tanrı Devleti savunusunu bir yönüyle teoriden pratiğe geçirme girişimi olarak düşünülebilir. Bu girişim, Augustinus’u haklı çıkarmaktan ziyade Haçlı kimliğini kanonik bir forma büründürme şeklinde ele alınmalıdır. Bu makale, Tanrı devleti düşüncesinin Hristiyan tarih tasavvurundaki yeri ve önemini Augustinus’un zihnî arka planından anlamlandırarak Haçlı seferlerine nasıl etki ettiği üzerine odaklanmıştır. Çalışmada, Tanrı Devleti’nin mümkünlüğü Augustinus’un yaklaşımından hareketle tarihsel sarkacın ileriye yönlendirilişiyle incelenmeye çalışılmıştır. Makalede kıyas yöntemi kullanılmıştır. Bu sayede Augustinus’un fikirleri ile Papa Urbanus’un fikirleri arasındaki benzerlik aşikâr kılınmaya çalışılmıştır. This article analyzes the Turkish central bank's “managed uncertainty” policy after the global financial crisis. During 2010–14, the central bank intentionally generated uncertainty around short-term interest rates, using the level of predictability faced by financiers as a tool to buffer the domestic economy from volatile capital flows. How did the central bank implement this unconventional policy? Building on interview data and public texts, the article argues that the surge in capital inflows after the crisis sourced a debt-led, financialized economic growth (...) model and deepened Turkey's reliance on external financing. The central bank could diverge from the financial sector's policy preferences despite Turkey's increased foreign capital dependence because the availability of low-cost, ample, private funding opportunities temporarily expanded policymakers’ room to maneuver. However, operating vis-à-vis an unsustainable growth regime, the central bank had to revert to orthodoxy in 2014 due to declining investor confidence and capital flight. This article contributes to the literature on the structural power of finance by demonstrating how finance derives its structural power from funding financialized growth, not productive investments. It also shows that financial structural power varies based on the source and cost of external financing beyond the degree of foreign capital dependence. (shrink)

In this essay, I aim only to show that there is a basic value in understanding and that when knowledge conduces to understanding, it gets this basic value extrinsically from understanding. After distinguishing two kinds of understanding, namely, teleological and non-teleological understanding, I will conclude that teleological understanding has more of this basic (...) value than does non-teleological understanding. In the 1930s, the two primary goals of the Turkish state were to establish national unity and to modernize the country. The achievement of these goals was linked to the transformation of the human body in line with modern, rational and scientific values. The body politics of the new regime aspired to discipline society in order to create modern, healthy and dutiful citizens by regulating the human body in many spheres of life, including clothing, aesthetics, health, reproduction, childcare and housekeeping. (...) Eugenics emerged as a part of the state’s hygienic and ethical regulation of the human body. The state abolished abortion, mandated pre-marital examinations of couples, established childcare institutions, educated mothers, and aimed to prevent epidemics and alcoholism. The Turkish eugenicists were a small group of medical doctors who were influential in shaping these public policies. In accordance with the general Republican discourse, the eugenicists were critical of both traditional society and the Ottoman regime. The eugenicists founded their criticism on the old regime’s ignorance of modern hygienic and reproductive practices. Although Turkish eugenic discourse was influenced by Western eugenics literature, it was also shaped by the particular concerns of the Kemalist regime such as natalism, childcare and social hygiene policies. The collectivist discourse of the Kemalist regime was so dominant that, in contrast to their European and American counterparts, the Turkish eugenicists were not at all concerned with ethnic and class diversity within society. In this paper the author discusses the conceptions of the subject and the method of the history of philosophy by Hegel, Windelband, Dilthey, Hartmann, and other philosophers of the history of philosophy. The history of philosophy as a philosophical discipline was first connected by Hegel with the very system of philosophy. His history of philosophy was the closing and integrating part of his philosophical system. The critics have accepted the view that Hegel had determined the intrinsic regularity of the historico-philosophical (...) development, but they rejected his identification of logical determinations of the idea with the sequence of appearances of philosophical systems in history. While Hegel followed the history of philosophical systems, Windelband followed the history of philosophical problems and concepts created for the solution of the same problems. Dilthey invented the “method of understanding,” which he applied to all products of cultural creativity of mankind through history. Dilthey substituted life for the Hegelian spirit. The life of the spirit expresses itself in language, religion, morality, art, philosophy and becomes evident only through history. History became by Dilthey the decisive form of the philosophical selfknowledge of man. The aim of Dilthey's spiritual-historical method was to follow the great role of cultural-historical factors in the shaping of philosophical doctrines. Contrary to Dilthey, Hartmann supports the problem-historical method. He was of the opinion that the history of philosophical problems contains the genuine historical continuity of philosophy. The philosophical problem is by nature the linking ring between history and philosophy.The conceptions of history of philosophy by all those philosophers are functionally dependent on their conceptions of philosophy.In addition to discussing the conceptions of the history of philosophy, of those four philosophers, the author also presents his own critical comments. High-resolution neuroimaging modalities are used often in studies involving healthy volunteers. Subsequently, a significant increase in the incidental discovery of asymptomatic intracranial abnormalities raised the important ethical issues of when follow-up and treatment may be necessary. We examined the literature to establish a practical set of criteria for approaching incidental findings. Our objective is to develop an algorithm for when follow-up may be important and to provide recommendations that would increase the likelihood of follow-up. A systematic literature search was performed (...) using the PubMed and MEDLINE databases to identify articles describing brain tumors and intracranial aneurysms. The treatment algorithm we present suggests that incidental intracranial masses suspicious for glioma should be biopsied or resected, while other masses are to be followed with serial imaging based on the expected growth pattern. Lack of follow-up can result in adverse outcomes that can be mitigated by using technology to facilitate communication and improve follow-up care. The importance of training physicians to be good communicators is also stressed. New technology including automated telephone systems, texting and email will improve access to patients and hopefully encourage compliance and follow-up. (shrink)

Background Ethics positions, consisting of the two fundamental dimensions of idealism and relativism, influence individuals’ decision-making significantly. Particularly in an applied field such as nursing, the ethics positions of nurses can play a significant role in clinical decisions. Therefore, it is important to know the factors affecting the ethics positions of nurses in clinical decision-making. Aim The aim of the study is to examine the factors affecting the ethics positions of nursing students in clinical decision-making. Research design This is a (...) two-phase sequential explanatory mixed methods study designed in accordance with the COREQ criteria. A participant Information Form and the Ethics Position Questionnaire were used to collect quantitative data. Qualitative data were obtained through focus group interviews. Ethical considerations This study was conducted after receiving written permission from X University Ethics Board. Additionally, permission was obtained from the participating nursing faculty. Participants Among the fourth-year nursing students, 180 students participated in the quantitative phase and 30 students in the qualitative phase of the study. Results The quantitative data analysis showed that the idealism sub-dimension mean scores of the participants were higher than the relativism sub-dimension mean scores. The analysis of the qualitative data resulted in four main themes that influence participants’ ethics positions in clinical decision-making: (1) attitudes of role models in clinical practice (staff nurses/mentors/lecturers), (2) resources related to clinical practice (labs, hospitals/classrooms), (3) health system (hospital policies/school policies), and (4) personal differences (act with emotion/act with logic). Conclusion The results showed that the health system, role models in the clinic, personal differences, and skill-related resources affect the ethics positions of nursing students in clinical decision-making. In this regard, awareness can be raised by providing training to nursing students by academic instructors on ethics positions and the factors that are determined to affect ethics positions in clinical decision-making. Background:Attitudes of nurses towards death and related concepts influence end-of-life care. Determining nurses’ views and attitudes towards these concepts and the factors that affect them are necessary to ensure quality end-of-life care.Objectives:The purpose of this study was to determine nurses’ views and attitudes about death, dying patient, euthanasia and the relationships between nurses’ characteristics.Methods:Participants consist of the nurses who volunteered to take part in this descriptive study from 25 hospitals which has a paediatric or adult intensive care unit and located (...) within the boundaries of Ankara, Turkey. ‘Nurse Information Form’ and ‘Attitude Scale about Euthanasia, Death and Dying Patients ’ were used as data collection tool.Ethical consideration:Written permissions were received from the ‘Noninterventional Clinical Researches Ethics Board’ of authors’ university and education councils of each hospital. Informed consent was obtained from participants.Findings:It is found that there are statistically significant difference among the factors of marital status, having a child, years of experience, bereavement experience, affected by working with dying patient, definition of euthanasia, views about patients who are appropriate for euthanasia, views about patients who desire to die and feeling need for counselling on these concepts according to the mean total score of nurses’ attitudes about euthanasia, death and dying patient.Conclusion:The results indicate that nurses are negatively affected to face the concepts of death, euthanasia and work with dying patient. This is reflected in their attitude. In order to gain positive attitude towards death, dying patient and euthanasia, the implementation of training and consulting services to nurses at appropriate intervals during both education and professional life are required.
